Delhi’s air quality still in ‘severe’ category, Grap-4 restrictions still in place

The deteriorating air quality has prompted Delhi’s Environment Minister Gopal Rai to call a meeting of all concerned departments for strict implementation of Phase IV of the Graded Response Action Plan (“GRAP”).GRAP) Phase IV.

The restrictions under Phase IV of the GRAP include ban on entry of trucks in Delhi (except trucks carrying essential goods/providing essential services and all LNG/CNG/Electric trucks) and ban on movement of Delhi registered diesel driven Medium Goods Vehicles (“MGVs”) and Heavy Goods Vehicles (“HGVs”) in Delhi, except vehicles carrying essential goods/providing essential services.

To prevent further deterioration of air quality, the Commission for Air Quality Management (CAQM) has initiated Grap Phase IV in the entire National Capital Region (NCR) with immediate effect.The NCR state government and GNCTD may also decide to discontinue physical classes of Classes VI-IX and XI and teach them in online mode.

Doctors have warned that the current Air Quality Index (AQI) levels, which are well above the upper limit of 50 recommended for a healthy person, pose a significant risk to patients suffering from lung-related diseases and can even increase the risk of lung cancer.

The main source of air pollution in Delhi is straw burning in the neighboring states of Uttar Pradesh, Haryana and Punjab. A similar situation was witnessed in Bhatinda, Punjab, where the AQI remained in the ‘very poor’ category with an overall AQI of 215.

Local residents have appealed to the government to take immediate action to stop farmers from burning straw and improve the air quality in the area. The National Green Tribunal (NGT) has also emphasized the need for immediate action to control air pollution in these cities.
